Resolution to Support the Korean Federation of Construction Industry Trades Union
°Ç¼³»ê¾÷¿¬¸Í ÁöÁö °áÀǹ®
Whereas, since1999 BYGGNADS along with SIF has supported the Korean Federation of Construction Industry Trades Union through a Trade Union Development and Education Project administered by the Building and Wood Workers International.
½º¿þµ§³ëÃÑ(SIF) »êÇÏ ½º¿þµ§°Ç¼³¸ñ°ø³ë·Ã(BYGGNADS)´Â SIF¿Í ÇÔ²² 1999³âºÎÅÍ ±¹Á¦°Ç¼³¸ñ°ø³ë·Ã(BWI)ÀÇ ÃÑ°ýÇÏ¿¡ ÁøÇàµÈ ³ëµ¿Á¶ÇÕ ¹ßÀü°ú ±³À° ÇÁ·ÎÁ§Æ®¸¦ ÅëÇØ °Ç¼³»ê¾÷¿¬¸ÍÀ» Áö¿øÇØ¿Ô´Ù.
Whereas, despite the incredible strides the KFCITU has achieved in terms of recruiting and organizing workers in the construction industryand advocating for better and safe working conditions, inclusion of benefits, and political empowerment for construction workers, the union continues to experience government repression for its struggle to organize, to strike, and negotiate collective bargaining agreements.
±×·¯³ª °Ç¼³³ëµ¿ÀÚµéÀÇ Ãë¾÷°ú Á¶Á÷È ¹× °Ç¼³³ëµ¿Àڵ鿡 ´ëÇÑ º¸ÇèÀû¿ë°ú Á¤Ä¡Àû ÁöÀ§¸¦ Æ÷ÇÔÇÑ ³ëµ¿Á¶°Ç °³¼±À̶ó´Â Ãø¸é¿¡¼ Çѱ¹ °Ç¼³»ê¾÷¿¬¸ÍÀÌ ´Þ¼ºÇÑ ³î¶ö¸¸ÇÑ ¼º°úµé¿¡µµ ºÒ±¸ÇÏ°í, ³ëµ¿Á¶ÇÕÀº Á¶Á÷È ¹× Æľ÷, ±×¸®°í ´ÜüÇù¾à ü°áÀ» À§ÇÑ ±³¼·ÀÇ °úÁ¤¿¡¼ Á¤ºÎ·ÎºÎÅÍ Áö¼ÓÀûÀΠź¾ÐÀ» ´çÇÏ°í ÀÖ´Ù.
Whereas, the Project was discontinued due to requirements stipulated by SIDA that since South Korea is an OECD country it can no longer receive project funds, BYGGNADS has made a commitment to continue to support the KFCITU.
Çѱ¹ÀÌ OECD¿¡ °¡ÀÔµÊÀ¸·Î Çؼ ´õ ÀÌ»ó ÇÁ·ÎÁ§Æ® »ç¾÷ ±â±Ý Áö¿øÀ» ÇÒ ¼ö ¾ø´Ù´Â SIDAÀÇ ¿äû¿¡ µû¶ó ±â±Ý Áö¿øÀº ÁߴܵǾúÀ¸³ª, ½º¿þµ§°Ç¼³¸ñ°ø³ë·Ã(BYGGNADS)´Â Çѱ¹ÀÇ °Ç¼³»ê¾÷¿¬¸Í¿¡ ´ëÇÑ Áö¿øÀ» °è¼Ó À̾î¿Ô´Ù.
Therefore, we the delegates at the 14th Statutory Congress of BYGGNADS resolve to reaffirm our commitment to support the KFCITU in its struggle for basic fundamental labour rights.
ÀÌ¿¡ ½º¿þµ§°Ç¼³¸ñ°ø³ë·Ã(BYGGNADS) Á¦14Â÷ Á¤±â´ëÀÇ¿ø´ëȸÀÇ ´ëÇ¥´ÜÀ¸·Î¼ ¿ì¸®´Â ÀÚ½ÅÀÇ ±âº»ÀûÀÌ¸ç ±Ùº»ÀûÀÎ ³ëµ¿±âº»±Ç º¸ÀåÀ» À§ÇÑ °Ç¼³»ê¾÷¿¬¸ÍÀÇ ÅõÀïÀ» ÁöÁöÇÒ °ÍÀ» ÀçÈ®ÀÎÇÑ´Ù.
Specifically, we resolved to assist the union in its continuous campaign to urge the South Korean government to implement the recommendations made by the Committee on Freedom of Association of the International Labour Organization in March, 2006.
ƯÈ÷, ¿ì¸®´Â 2006³â 3¿ù ILO °á»çÀÇ ÀÚÀ¯ À§¿øȸ¿¡¼ äÅÃµÈ ±Ç°íÀÇ ÀÌÇàÀ» Ã˱¸ÇÏ´Â ³ëµ¿Á¶ÇÕÀÇ Áö¼ÓÀûÀÎ È°µ¿À» Áö¿øÇϱâ·Î °áÀÇÇÑ´Ù.
We further resolve to support the union in the current struggle conducted by the Daegu local union, where nine union members have been jailed for exercising their right to strike.
³ª¾Æ°¡ ¿ì¸®´Â Æľ÷¿¡ Âü°¡Çß´Ù´Â ÀÌÀ¯·Î 9¸íÀÇ Á¶ÇÕ¿øÀÌ ¼ö°¨µÈ ´ë±¸°æºÏÁö¿ª°Ç¼³³ëÁ¶ÀÇ ÃÖ±Ù Æľ÷ ÅõÀïÀ» Àû±Ø Áö¿øÇϱâ·Î °áÀÇÇÑ´Ù.
